As a young ironworks master from Champagne, he led an enquiry, called by Intendant Hocquart, to determine the conditions required for the successful operation of Les Forges du Saint-Maurice. The enquiry concluded that the Forges could be profitable if they were completely reorganized from top to bottom and if they could count on financial aid from the State.
